Carbon Reduction Plans
Compliant, defensible Carbon Reduction Plans for suppliers bidding on public sector contracts. Built to pass procurement scrutiny.
A CRP is now a pass/fail gate
Since 2021, suppliers bidding for UK public sector contracts above £5 million per year must submit a Carbon Reduction Plan. Without a compliant CRP, your bid is disqualified before it reaches evaluation.
The requirement was updated to PPN 006 in February 2025 to align with the Procurement Act 2023. The standards have not changed, but the direction is clear: carbon reporting is a permanent part of how contracts are awarded.
Mandatory for qualifying bids
Central government contracts above £5m per year require a CRP.
Spreading beyond government
Large corporates are now requesting CRPs from their supply chain.
Needs annual renewal
Your CRP must be updated each year with the latest emissions data.
Inside your Carbon Reduction Plan
Every plan follows the government's Annex A template. Here is what yours will include.

From your data to a defensible plan
We handle the methodology so you can focus on your bid. Most plans are completed within two to four weeks.
Step 01
Share your data
Send us your energy bills, travel records and operational information. We will tell you exactly what is needed and work with whatever you have available.
Step 02
We calculate your footprint
Using UK DESNZ emission factors and GHG Protocol methodology, we calculate your Scope 1, 2 and relevant Scope 3 emissions. Where data is incomplete, we apply documented, conservative assumptions.

We build your CRP
Your plan is produced using the government's Annex A template, including your baseline, current emissions, reduction measures and net zero commitment.
Step 04
You submit with confidence
Your completed CRP is ready to attach to tender responses. It meets the PPN 006 compliance check and every assumption is traceable if questioned.

A short walkthrough of how EcoHedge helps businesses produce compliant Carbon Reduction Plans.
Who needs a Carbon Reduction Plan
PPN 006 applies to suppliers bidding on qualifying public sector contracts. But the requirement is spreading. Many private sector organisations now expect carbon data from their supply chain too, and a CRP is the most recognised format.
Calculate your footprint firstRequired for
- Central government contracts above £5m per year
- Wider public sector bodies adopting PPN 006
- NHS, MOD and local authority supply chains
Increasingly expected by
- Large corporate buyers requesting supplier carbon data
- Tender processes with sustainability scoring criteria
- Businesses preparing for tighter reporting requirements
Built to withstand scrutiny
Your CRP will be reviewed by procurement teams, auditors and sometimes competitors. We build plans that hold up.
Defensible assumptions
Where data is incomplete, we apply conservative, documented assumptions based on industry benchmarks. Every figure is traceable.
Audit-ready output
Your CRP follows the Annex A template exactly. It meets the PPN 006 pass/fail criteria and is ready for submission alongside your tender.
Pragmatic data handling
Most SMEs do not have perfect emissions data. We work with what you have and document what was estimated, so nothing is hidden.
